New Eden Assembly ((Channel Name: New Eden Assembly)) ((http://backstage.eve-inspiracy.com/index.php?topic=846.0))
A union of capsuleers from all empires and organizations, discussing and debating issues that affect us all.
Originally by: Assembly Interior The interior of the Assembly resembles a basic hologram room, each spot placed in a circle, automatically fitting to size based on the number of pilots active. A spot in the middle of the circle is reserved for moderators or important speakers. The room is made to look like a humble yet intricate design. Metal walls with wooden details surrounds the hologram table, itself a wooden and glass work of art. One wall holds a large glass window, overseeing both the beauty and mystery of space. The sun occasionally reflects into the room, positioning its rays into an area of the room that acts as the main centerpiece: Five bronze statuettes, arranged on a platform that faces the table. Each statuette symbolizes the many faces of the common capsuleer: A Caldari man saluting, representing the uniformity and pride in the State. A robed woman with the Pax Amarria resting in her right hand, this being a reflection of the spirituality and religious beliefs of Amarrians. A Federation politician whose face remains content - neither positive or negative - to reflect both the laizzez-faire Federation and the objectivity of the Assembly. A Matari pilot holding a slave collar, whose facial expression conveys the pride of his people and their struggles. The last statuette is of a woman, holding a personal firearm in her right hand and a dog tag in her left, symbolizing the individual freedom and personal expression each capsuleer possesses.
The New Eden Assembly is a universal symposium dedicated to debates of every kind. From big to small, nothing is considered irrelevant. Created by capsuleer Benjamin Shepherd, the Assembly acts as a central meeting place for capsuleers that wish to speak openly about topics that pertain to them, both individually and as a group. The New Eden Assembly's ultimate goal is to be the most objective FTL comm channel available.
In order to achieve this, several rules and procedures will be set to ensure that the Assembly remains neutral and open:
The Assembly can be used by any capsuleer, associated with any organization or faction, anytime, but must speak with an approved moderator beforehand to arrange a time. All discussions will be moderated by an approved capsuleer, at all times. Any threatening language and / or a hostile attitude will result in removal from the Assembly. Capsuleers may not use the Assembly as a channel for discussing private matters (romance, business transactions, etc.) unless they relate to a specific public topic. If any empire or organization is engaged in a war with each other, care will be taken to ensure that the Assembly does not act as a verbal war room.
We hope to see the channel being used on a weekly basis at first, gradually growing to include seminars, debates, and conventions from capsuleers all around the universe. If you would like to arrange a time with the Assembly, or apply to be a moderator, send a message to Benjamin Shepherd.

Edited by: Benjamin Shepherd on 13/08/2010 22:01:51 I would like to respond concerning Nation and the lack of representatives from missing groups.
I timed this so that the Assembly would be free to use during Mr. Soter's Seyllin Conference. I will, in the near future, seek additional Council members who will represent both their corporations and their empires / factions. Everything will be subject to change. As of now, I do not feel that Nation presents itself as a diplomatic group; the assaults on various empires and CONCORD officers has led to this conclusion.
And to correct Mr. Inhonores, until the issue is brought up before the Council, Nation is permitted to use the Assembly, although they will be observed intensely to watch for signs of hostility. I cannot risk that.

Originally by: Sinjin Mokk I would like to see a broader spectrum of people on the Council. I wouldn't mind seeing another Amarr representitive, an Ammatar a Thukker and of course we'll need to send someone from Khanid.
It seems a good start.
If the Assembly reaches a mutual decsion, say to censure the actions of a particular group or government, how would that be worked out?
There will never be an instance in which a specific group of people will be restricted from using the Assembly. We do not have the right to do so; we are an organization, not a government. Individual capsuleers who choose to violate Article 1H will be removed from the Assembly, regardless of their political affiliation. This also pertains to Councilors.

I am expecting three more members, as well. The reason I do not have further representatives is merely due to time.
I spoke with Cosmopolite, and his opinion made me reconsider some key issues, while retaining others. However, I respect your opinion.

I promote peace and diplomacy, Ms. Constantine. I do not see people differently because of their allegiance, but rather I look at their individual character and potential to give a different viewpoint from mine, or from another Councilor.
You may speak about this issue in the Assembly, if you wish; it is open to everyone, and nothing will be censored.

Well Captain Shepherd. For that alone I applaud you. It does take courage to present a channel and forum in which nothing is censored and is an achievement that has broken several previous channel summit moderators on the wheel of their own ego. So well done for that at least.
Ego is not a factor in determining what is best for a non-profit open forum, but the various views that my Council presents to me does. Thus is the reason that I continually seek new representatives of the various capsuleer movements and corporations that make up most of the cluster. Until everything is finalized and confirmed, I will keep these candidates confidential.

As I stated before, one must look beyond the title, beyond the presumptions of mainstream opinions. Each person has something to contribute to the Assembly; it is up to that paerson to decide when to utilize it.

Edited by: Benjamin Shepherd on 20/08/2010 23:13:48 Revisions and additions to the Charter of the New Eden Council have been made. These include:
Addition:
Originally by: Title I - Article C: Council proceedings shall commence in the following fashion: The Director, or President pro tempore, opens with a brief introduction of the planned topics for that session. The use of a iron gavel will mark the beginning and ending of each session. Each Councilor presents his or her remarks to the Council for each subject of debate, and deliberate as a group.
Revision:
Originally by: Title II - Article F, Rule 2: 2. Capsuleers shall prearrange events with an approved Moderator one (1) week before the event is to begin. Failure to do so may result in your request to be denied. Exceptions to this rule can be made if the Director personally allows the Assembly to free debate, moderated by himself, however capsuleers must first have their topic approved by the Director.
Addition:
Originally by: Title II - Article F, Rule 3: 3. Assembly debates or discussions shall commence in the following fashion: The host or moderator opens with a brief introduction of the planned topics for that event. The moderatorĘs use of a iron gavel will mark the beginning and ending of each session, or signal for a call to order. Participating parties present their remarks to the other party and to the Assembly for each subject of debate. The moderator will then ask for a final statement from each party, and conclude with the banging of a gavel. Patrons shall not interfere with participants; repeat offenders will be removed from the Assembly temporarily.

Originally by: Che Biko Is this a sign of things to come? I don't know, but I fear for the survival of this....assembly. Many thought the war against Sanha's Nation would unify the capsuleers. Ms. Callibri's resignation probably has nothing to do with this, but recent events make me think the opposite could be true.
We are first, and foremost, a debating society. The Assembly's attendance rate is steady, and increasing as the weeks go by. Ms. Callibri's decision to leave is unfortunate, but that is her decision. From what I see, there are three groups of capsuleers who think the following regarding the Assembly and / or the Council:
1. The NEA is a collaborative effort from capsuleers to discuss intellectual topics in a civil manner. 2. The NEA is an intergovernmental union that must unite to destroy Nation. 3. I don't care what the NEA is, it doesn't give me additional profit / converts / combat assets.
We are the first answer, not the second. We work to deliver thought-provoking discussions based on recent news events, scheduled capsuleer discussions or debates, and Councilor-specific speeches. What the Council does is keep choice #1 relevant.

Originally by: Timathai The exclusion of any faction is a clear sign that there are motives at play that are at odds with the spoken intent. The supposed focus of this endeavor is to promote tolerance between factions, and as a community, provide a neutral table for conflict resolution, as well as preventing conflicts from expanding beyond their initial scope.
Even should a faction be known for, and espouse tactics and programs of operation that are at odds to the overall peaceful focus of this effort, they should be allowed to be at the table as equals. Their effect on the community is equal to any other member, and have as many adherents to their philosophy of conduct as any other represented here.
For the governing council to show favoritism to one ideaology over another, takes from their ability to be respected as moderators of communication between factions. Who can even imagine the result if they would be able to allow themselves to rise above their own ideas, and allow others of a vastly different mindset an equal measure of respect as they would their own family?
I am not sure what the presumption is here. Are you hypothetically speaking about the necessity of a balanced group, or are you stating that the current Council is biased to a particular entity?
At this time, there is a Councilor from every major empire, the Angel Cartel, Sansha's Nation, and Star Fraction. The Councilors do not represent their respective corporations and alliances per se, but instead share and offer opinion and civil debate within the Assembly hall. Previously, there have been Councilors from other groups, however these capsuleers requested to resign due to time conflicts and underlying issues.
If the question could be restated, I would gladly answer it in a more logical way.
